Chapter One: Introduction

1.1 Background of the Study

Natural resource management has become a focal point for local governments in Nigeria as they grapple with the challenges of resource depletion, environmental degradation, and the equitable distribution of benefits. In Jega Local Government Area (LGA) of Kebbi State, the local government plays a central role in overseeing the management of key natural resources, such as water, agricultural land, and minerals (Adamu & Musa, 2024). The local government is tasked with developing policies that regulate the exploitation and conservation of these resources, while also promoting sustainable development practices (Abubakar & Idris, 2025). However, the effectiveness of local government interventions in natural resource management remains debatable, particularly as issues of governance, corruption, and insufficient infrastructure continue to hinder effective resource management (Nuhu & Bature, 2023). This study aims to appraise the role of local governments in managing natural resources in Jega LGA and to evaluate the impact of local government policies on the sustainable use of these resources.

1.2 Statement of the Problem

In Jega LGA, local government efforts in managing natural resources have faced several challenges, including inadequate policy frameworks, lack of technical expertise, and limited access to funding for resource management projects (Tijani & Bako, 2023). Furthermore, unsustainable resource extraction practices, such as overgrazing, deforestation, and improper agricultural practices, have led to environmental degradation, exacerbating poverty and food insecurity in the area (Olawale & Umar, 2024). The lack of coordination between local government authorities, community stakeholders, and environmental agencies has also compounded these challenges. This study seeks to assess the role of local government in the management of natural resources in Jega LGA, focusing on policy implementation, resource conservation efforts, and the challenges faced in promoting sustainable resource use.

1.3 Objectives of the Study

  1. To evaluate the role of local government in the management of natural resources in Jega LGA.

  2. To assess the effectiveness of local government policies in promoting sustainable resource management in Jega LGA.

  3. To identify the challenges faced by local government authorities in managing natural resources in Jega LGA.

1.4 Research Questions

  1. What role does the local government play in the management of natural resources in Jega LGA?

  2. How effective are local government policies in promoting sustainable natural resource management in Jega LGA?

  3. What challenges does the local government face in managing natural resources in Jega LGA?

1.5 Research Hypothesis

  1. Local government policies significantly contribute to the sustainable management of natural resources in Jega LGA.

  2. There is a positive relationship between local government interventions and the preservation of natural resources in Jega LGA.

  3. The local government faces significant challenges in managing natural resources due to inadequate resources and coordination.

1.6 Significance of the Study

This study is significant as it will provide valuable insights into the role of local government in natural resource management, particularly in rural areas. The findings will inform local government policy on resource conservation, as well as highlight the challenges and opportunities for improving sustainable resource management practices in Jega LGA.

1.7 Scope and Limitations of the Study

The study will focus on the role of local government in managing natural resources in Jega LGA, Kebbi State. Limitations may include challenges in accessing accurate data on resource management practices and the potential for bias in the responses from local government officials.

1.8 Operational Definition of Terms

  • Natural Resource Management: The process of managing the use, conservation, and restoration of natural resources such as land, water, and minerals.

  • Sustainable Development: Development that meets the needs of the present without compromising the ability of future generations to meet their own needs.

  • Policy Implementation: The process by which government policies are put into effect through local government actions and programs.
